Interesting, kind of suggests that this site also uses Yahoo. That's impossible. Now how about Alta Vista, Dogpile, Lycos, and Ask.com?
Nope, no special greeting. I saved the "best" for last, Microsoft's Bing:
Ok, wait a minute. Decision maker? Why is everything else just a friendly greeting? Decision maker makes it sound like I've done something radical by using Bing. I'd love to know if Technically Personal is generating this box or if it's coming from somewhere else.

Looking at the URLs involved, it is this plugin: http://wordpress.org/extend/plugins/wp-greet-box/. And sure enough, it is their default text.

It just checks your referrer to see what site you're coming to them from, and generates an appropriate "greet" text.
I've seen sites do this for Google from time to time. Some even pull out your Google search terms and highlight them in the page for you.
Microsoft's slogan calls Bing a "Decision Engine" (trying to differentiate it from normal "search engines").
LOL! I am late to comment here. Wladimir and Matt have given the right answers. The plugin provides an option to edit the text, but I decided to leave it to default since I didn't find anything wrong with it :)
